Pillar Two · Contractor supply
When the gap is capacity rather than judgement, we supply referenced interim HR professionals with genuine public sector delivery behind them — not a CV keyword match.

Why this arm exists
A recurring pattern in our consultancy work: we would scope a piece of advisory support and find that what the organisation actually needed was a person. An ER caseworker for four months to clear a backlog. A business partner to cover maternity leave through a restructure. An interim Head of HR while a permanent appointment worked its notice.
Sending those clients to a generalist recruitment agency was an unsatisfying answer. Generalist agencies supply HR people; they do not reliably supply HR people who understand Burgundy Book terms, Agenda for Change bands or NJC conditions — which means the first fortnight goes on orientation you are paying for.
So we built the supply arm from the same sector focus as the consultancy. Every contractor on our books has delivered inside education, health or local government, and we can tell you where and in what capacity before you interview them.
Roles we supply
If a role is not listed here it is worth asking — the list reflects what we are asked for most, not the limit of what we can source.
Day-to-day advisory capacity: casework, absence, first-line manager support and administration of formal processes.
Embedded partners who can hold a directorate relationship, advise senior leaders and run change locally without daily supervision.
Contractors brought in specifically to clear or stabilise a caseload of grievances, disciplinaries and long-running absence matters.
Senior interims to hold the function through a vacancy, a transformation or a period where the leadership question is unresolved.
Implementation and migration support for HR information systems, plus reporting and workforce data capability.
Payroll contractors and reward specialists, including job evaluation and pay structure work within national frameworks.
How supply works
STEP 01
A short call to establish the role, the reason for the gap, the day rate band, the working pattern and the realistic start date.
STEP 02
Typically three candidates within two working days for standard roles, each with references taken and sector experience verified.
STEP 03
You interview. We coordinate the logistics and give you honest input on each candidate, including reservations.
STEP 04
Contracts, IR35 status determination, right to work and any required clearances handled before day one. We check in during week one and month one.
Compliance
Public sector engagement of contractors carries specific obligations, and the consequences of getting them wrong land on the client rather than the agency. We handle the following as standard on every placement, and you receive the documentation for your own records.
Where your organisation has its own framework agreement, procurement route or preferred contractual terms, we will work within them. We would rather fit your process than ask you to create an exception.
Status
IR35 status determination issued for every engagement, with the reasoning recorded.
Vetting
Right to work verified, references taken and role-appropriate clearances confirmed before start.
Data & confidentiality
Contractors are bound by confidentiality terms and briefed on your data handling requirements.
Continuity
If a placement is not working, tell us in the first two weeks and we will replace at no additional fee.
Supply FAQs
Contractor supply is charged as a margin on the day rate, agreed with you in advance and stated on every timesheet so you can see exactly what you are paying for. There is no separate introduction fee and no charge for an unsuccessful search.
Day rate bands vary considerably by role and region. We will give you a realistic range on the first call rather than an optimistic one that we then have to revise.
Role, reason, rate band and start date. We will come back with a realistic shortlist or an honest answer about why we cannot fill it.
